Ember is from an ‘inner family’: live-in servants for a large, wealthy family, acting as bodyguards, ceremonial attendants, and (less prestigiously) runners and general maintenance staff.
Like Ash and Smoke, he left his family to form their partnership. Unlike them he has been allowed to have use of family property—his two swords.
