Chief engineer of the USS Mumbai
The iron ring on his right little finger is a Canadian tradition.
He is inordinately proud of his moustache. I am not sure whether it is him deviating from regulations slightly or is proof, if any were needed, that Starfleet is not in fact the US Navy.
